A Cozumel cruise that ended at Port Tampa Bay in March has now led to a trafficking arrest in Orange County. Brandan Swan, 50, was taken into custody on Oct. 10 on charges of trafficking in oxycodone and possession of a Schedule IV controlled substance with intent to sell or deliver, according to the Hillsborough County Sheriff’s Office. When Swan returned from the cruise on March 19, ship personnel reported he was highly intoxicated, and a search of his belongings turned up 545 pills along with nearly $27,000 in cash. Lab tests completed in August confirmed the pills were a mix of alprazolam and oxycodone, and detectives say Swan had no valid prescriptions for either.
The case was built by the Hillsborough County Sheriff’s Office Opioid Overdose Investigations Section alongside the Department of Homeland Security Investigations Maritime Task Force. An arrest warrant was issued Oct. 8, two days before Swan was located in Orange County. He is now awaiting extradition back to Hillsborough County. Sheriff Chad Chronister credited the multi-agency partnership, saying traffickers will not be allowed to use the county’s ports or its community as a gateway for dangerous controlled substances.
For Suncoast residents, especially the many retirees and snowbirds who sail out of Port Tampa Bay each season, the case is a reminder of how much traffic, and how many eyes, move through our waterfront every day. The opioid crisis has hit Florida hard, and cases like this show how international travel and port screening sit right on the front line of the fight.
