Anderson County deputies arrested 49-year-old James Louie Conard on Thursday and charged him with eight counts of ill treatment of animals after eight dogs, including four puppies, were seized from a property inside Belton city limits. According to the sheriff’s office, Animal Control opened the investigation in early September following complaints about conditions at the home. Deputies say the dogs were underweight and lacked adequate water and veterinary care.
Conard was issued a notice to comply, a formal chance to correct the problems, but investigators say he failed to meet those requirements. That led deputies to obtain a search warrant. A medical exam later found the dogs were dehydrated and flea-infested, with parasites and overgrown nails. One dog was severely malnourished. Conard surrendered custody of the animals and was released after posting bond.
The dogs are now on the path to recovery, and once they clear medical and behavioral evaluations, Anderson County PAWS and local rescue partners will be looking for adopters and foster families.
