A Los Angeles County couple has been arrested on child abuse charges following an investigation into a surrogacy operation involving at least 21 children, ranging from two months to 13 years old. Guojun Xuan, 66, and Silvia Zhang, 39, were taken into custody after prosecutors reviewed surveillance footage from their Arcadia home that allegedly shows nannies and Xuan physically abusing children in rooms the couple referred to as learning centers. Fifteen children were removed from the home in 2025 following an abuse allegation, and six others were located elsewhere. Prosecutors are seeking $100 million bail, calling the case unprecedented and the home a house of horrors.
A nanny accused of injuring a two-month-old infant remains at large, and Xuan’s attorney, Mitchell Krems, is expected to contest the charges. The case has renewed scrutiny on surrogacy in California and across the country, including here in Florida, where thousands of families have built their families through surrogacy arrangements each year. While the vast majority of those arrangements are handled legally through agencies, attorneys, and medical professionals, this case raises difficult questions about how unregulated operations can slip through the cracks.
