NORTH PORT POLICE SAY THEY PLAN TO QUESTION TWO OFFICERS WHO WATCHED TWO PEOPLE HAVE SEX THROUGH A WINDOW WHILE TRYING TO SERVE A WARRANT.  PUBLISHED REPORTS SAY A ROUTINE WARRANT CHECK AT A HOME IN THE 4200 BLOCK OF SYMCO AVENUE EARLY TUESDAY MORNING LED TO THE SURVEILLANCE.  OFFICERS REPORTED THEY WATCHED 26 YEAR OLD RACHEL CELANI INJECT HERSELF WITH DRUGS; THEN SHE BROKERED A DEAL TO EXCHANGE SEX FOR MORE DRUGS.  SHE AND 37 YEAR OLD JOHN CHASE WERE TAKEN INTO CUSTODY AFTER HAVING SEX.  CELANI WAS CHARGED WITH PROSTITUTION AND POSSESSION OF DRUGS AND PARAPHERNALIA.  CHASE WAS CHARGED WITH SOLICITING A PROSTITUTE AND POSSESSION OF DRUGS.  NORTH PORT POLICE SAID TUESDAY THEY DID NOT HAVE AN EXPLANATION AS TO WHY THE PATROL OFFICER AND SERGEANT WATCHED THE SEX ACTS HAPPEN.  PROSTITUTION ARRESTS ARE NORMALLY MADE WITHOUT THE ACT BEING CONSUMMATED ONCE IT BECOMES CLEAR THAT AN AGREEMENT HAS BEEN MADE TO EXCHANGE SEX FOR MONEY OR DRUGS.
