THE TWO YEAR OLD BOY OF AN ENGLEWOOD MAN IS IN THE CUSTODY OF THE DEPARTMENT OF CHILDREN AND FAMILIES AFTER THE TODDLER WAS FOUND WANDERING NEAR A CANAL ON TUESDAY.  PUBLISHED REPORTS SAY IT WAS THE SECOND TIME THE BOY WAS FOUND ON THE STREETS BY HIMSELF THIS WEEK, AND IN BOTH CASES IT’S ALLEGED THAT THE FATHER, 34 YEAR OLD JOHN TWOMBLY WAS INCAPACITATED DUE TO PRESCRIPTION DRUG USE.  TWOMBLY LISTS HIS RESIDENCE IN THE 1400 BLOCK OF MARYKNOLL ROAD, HOWEVER HE WAS FOUND SLEEPING IN A HOME IN THE 1200 BLOCK OF MARYKNOLL AFTER THE BOY, DRESSED ONLY IN A DIAPER, WAS RESCUED BY A NEIGHBOR AS HE WALKED TOWARDS A SEA WALL.  THE WOMAN RUSHED TO FIND TWOMBLY, WHICH SHE DID AS HE WAS PASSED OUT IN A DESK CHAIR.  DEPUTIES FOUND HIM IN THE SAME POSITION WHEN THEY ARRIVED, AND ONCE AWAKENED HE RAN FRANTICALLY THROUGH THE HOUSE LOOKING FOR HIS BOY.  DEPUTIES TOLD HIM WHAT HAPPENED AND HE WAS CHARGED WITH CHILD NEGLECT.  HE POSTED BOND AND WAS RELEASED, BUT THE BOY IS IN DCF CUSTODY.
